Position Description

In support of America's foreign policy, the U.S. Agency for International Development leads the U.S. Government's international development and disaster assistance through partnerships and investments that save lives, reduce poverty, strengthen democratic governance, and help people emerge from humanitarian crises and progress beyond assistance.

 

The Office of the Executive Secretariat (ES) functions as the Office of the Administrator's (A/AID) coordination and communications mechanism. It is also the authoritative channel for official communications within USAID and between USAID and the interagency community, including information and recommendations from USAID to the White House, the National Security Council, the Department of State, and other government departments and agencies. The ES management team is comprised of the Executive Secretary and two Deputy Executive Secretaries who manage the Operations Team and Liaison Team.

 

Location: Washington, DC

Work Schedule: In office (5 days/week)

Starting Salary Range: $78,592

Clearance: Able to obtain a Secret Clearance Required

Responsibilities

Scope of Work:


The Program Analyst is assigned to the ES Liaison Team and performs routine tasks ranging from processing executive correspondence to drafting briefing materials and travel books for the Administrator or Deputy Administrator. The incumbent establishes, implements, and manages processes and procedures to ensure prompt and efficient processing of executive correspondence and records from sources internal and external to the Agency. The Program Analyst is the ambassador to the Executive Secretariat and assists bureaus and independent offices within the Agency in producing timely, accurate, and quality responses to executive correspondence.

 

Duties and Responsibilities:

 

Serves as the primary liaison between Office of the Executive Secretariat and the Office of the Administrator, interagency and intra-agency;

 Performs quality control for documents processed through the Office of the Executive Secretariat for submission to the USAID Front Office;
Drafts, formats, and edits incoming and outgoing executive correspondence for format and style as well as for grammar and punctuation;
Makes recommendations for additional clearances or changes to classification level of executive correspondence;
Distributes assignments to appropriate bureaus or independent offices, monitors due dates, and follows-up on completion of tasks and submission of deliverables;
Plans, manages, and executes the material preparation process for Front Office official travel and occasionally accompanies the principals on international or domestic trips;
Prepares briefing books for the Administrator and Deputy Administrator and assembles the final product, and distributes materials accordingly;
Researches and analyzes subject matter to ensure work product fully addresses the issues, is written in clear and concise language, and is technically accurate and politically appropriate;
Manages and controls correspondence and other time-sensitive matters by utilizing knowledge management systems, case management systems, and correspondence systems;
Communicates urgent or significant issues, updates, and deadlines with staff and managers at all levels with tact and diplomacy orally and in writing;
Provides assistance to client organizations in the preparation, clearance, and submission of timely responses to incoming correspondence for the Administrator and Deputy Administrator on proper utilization of the Agency Correspondence Tracking System (ACTS) and ES templates; and
Performs other duties as assigned.

Qualifications

Bachelor’s Degree is required with three (3) years of relevant experience.

*Able to obtain a Secret Clearance
