Position Description

USAID is a leader in the global fight against tuberculosis (TB) and supports anti-TB efforts in high-burden TB countries. LEAP Global assistance of the USAID Administrator's TB Accelerator initiative aims to reach the UN General Assembly TB Declaration targets and build the host governments' capacity and commitment to ensure commitment and support national capacity through evidence-based TB programs.

 

The Technical Advisor shall provide state-of-the-art technical expertise to support the National Tuberculosis Programs (NTP) in Monitoring, Evaluation and learning.

 

Location: Dhaka, Bangladesh
Position Type: Full Time
Salary Range: 3,800,000 BDT annually ($34,208.10 USD based on 3/20/2024 exchange rate)

Responsibilities

The Technical Advisor will provide technical assistance to NTP to oversee progress tracking, evaluate against strategic goals, and coordinate preparing and submitting reports to key stakeholders like MoH, Global Fund, and USAID.

Support the National Tuberculosis Program to develop guidelines for data quality, and enhance data collection and analysis systems for improved program monitoring.

Coordinate stakeholders involved in the TB program, including implementers of the Global Fund and partners from USAID, and conduct regular reviews and updates of data to ensure that key reporting indicators are standardized and aligned with global priorities, thereby facilitating accurate measurement of progress.

Enhance NTP's capacity to make informed decisions based on data and foster a culture of continuous learning and adaptive management.

 

Specific Responsibilities:

Monitoring, Evaluation, and Reporting

Will support NTP in tracking the progress of 5th sector program and help in OP revision as and when required.

Design and implement a performance monitoring plan for tuberculosis (TB) operations, offering technical assistance during Annual Performance Reviews.
Coordinate the preparation and submission of various reports, such as quarterly progress reports, annual project reports, inception reports, and ad-hoc technical reports to the Ministry of Health, Global Fund, and USAID, adhering to their specified formats.
Review and analyze performance reports from the National Tuberculosis Program (NTP), identifying areas for improvement and strategies for enhancement.
Engage in monitoring and evaluating the progress of initiatives against the Joint Monitoring Mission (JMM) recommendations, national strategic objectives, and annual work plans. This includes overseeing the selection of performance indicators and tracking their achievement.


Technical Support and Capacity Building:
Support the National Tuberculosis Program (NTP) in developing a range of strategic and periodic reports, including the National Annual Report and Sustainability and Transition Plan.
Document and share lessons learned from various activities, such as strengthening the TB Network, enhancing digital reporting systems, and maintaining data flow.
Aid in developing guidelines focused on data quality and supervision, ensuring the highest standards are met.
Support to establish or enhance routine data collection systems, analyzing data monthly to monitor progress and identify any gaps in implementation.
Provide assistance to conduct assessments and gap analysis carried out in the activities funded by USAID

 

Coordination:
Facilitate regular meetings with NTP and other stakeholders to discuss periodic or quarterly data, discrepancies, reporting requirements, gaps, and challenges so that corrective measures are promptly taken and effectively implemented.

Coordinate with USAID implementing partners (ACTB, TBDNS, MTaPs) and work closely with the MEL focal point to review quarterly data and reports and provide a comprehensive data overview to USAID

Qualifications

•  Master's Degree in a relevant field with (10) ten years of relevant technical experience.
Health sciences or public health proven knowledge and experience with M&E on public health, particularly in Tuberculosis and communicable diseases
•  Clear understanding of Global fund and USG reporting processes for TB programs.
•  Understanding of ethics related to data management, monitoring, and evaluation.
•  Knowledge of Bangladesh’s national and international legislation and policies relating
to TB.
•  Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals.
•  Strong English skills required, including the ability to write lucid technical reports and
documents.
•  Demonstrated skills with database design, Excel, SPSS and STATA.
•  Fluency in both English and Bangla.
