The Bureau for Planning, Learning, and Resource Management (PLR) at USAID is responsible for aligning policies with budgets, planning, and program management. PLR's work focuses on using evidence to guide decisions, fostering collaboration, and encouraging innovation. Dedicated to leadership, teamwork, and inclusivity, PLR ensures that USAID's programs are effectively planned, managed, and adapted to create lasting positive outcomes worldwide.
ZemiTek, a trusted partner providing institutional support services to PLR, is actively recruiting for a Program Analyst to join PLR's Office of Development Cooperation (PLR/DC). PLR/DC is a dynamic, fast-paced office that works to coordinate and strengthen USAID engagement with international partners, including bilateral donors, multilateral institutions, and philanthropic organizations. This role will contribute to advancing the U.S. Government's global development priorities with a primary focus on multilateral diplomacy and policy alignment. The Program Analyst will provide analytical support, develop strategic approaches, and engage with international partners to further USAID's mission.

Position Type: Full-time (Hybrid - requires reporting to the office at least 3 days per week)
Clearance: Ability to obtain and maintain a Secret-level security clearance (US citizenship required)
Salary: $125,000 - $135,000 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education
· Draft briefing papers, talking points, and other materials for Agency leadership, often under very tight deadlines.
· Prepare Agency leadership for participation in international meetings and/or negotiations.
· Build and maintain Agency relationships with international partners, including multilateral organizations focused on development and humanitarian assistance.
· Build relationships and maintain routine communication with interagency colleagues, including those from the Departments of State and the National Security Council, on issues related to diplomatic engagement and multilateral affairs.
· Engage in strategic planning efforts, including through developing engagement strategies for specific partners or groups of partners.
· Collect and analyze information on United Nations (UN) policies and activities as related to development and humanitarian assistance.
· Draft meeting notes, correspondence, reports, summaries, and other documents.
· Plan and organize USAID's participation in international events, such as UN conferences and Executive Board meetings.
· Review and analyze data on international aid and development and humanitarian assistance.
· Support knowledge management on multilateral affairs.
· Collect and respond to requests for information.
· Develop standard operating procedures.
· Adapt quickly to evolving situations and priorities, managing tasks and responsibilities in a fluid and fast-paced environment.
· Support additional duties and special projects as needed.
· A Bachelor's degree and at least six (6) years of professional experience, OR a Master's degree and at least four (4) years of professional experience in international development.
· Strong oral and written communication skills with experience drafting and editing a wide variety of written products, including briefing memos, strategy papers, discussion notes, and others.
· Demonstrated skills in strategic thinking and qualitative analysis.
· Highly motivated with acute attention to detail, the ability to multitask and prioritize competing demands, while working independently to deliver high-quality work products.
· Demonstrated ability to quickly adapt to evolving priorities, changing environments, and new technologies, while maintaining high levels of productivity and effectively managing competing tasks in a dynamic, fast-paced work environment.
· Commitment to being a strong advocate for equity, inclusion, and uplifting marginalized voices.
· Ability to obtain and maintain a Secret-level security clearance (US citizeship required).
Preferred Skills and Experience
· Experience with and/or understanding of multilateral organizations.
