CPS was launched in July 2020 as the U.S. Government's technical and implementation lead on peacebuilding, state fragility, stabilization, conflict, violence prevention, and political transition in high-priority countries. CPS partners with USAID Missions and Embassies worldwide, working bilaterally or in conjunction with other Agency counterparts to contribute to peace and stability through programs, funding, and technical services. It comprises five operating units: the Office of Civil-Military Cooperation (CMC), the Center for Conflict and Violence Prevention (CVP), the Office of Transition Initiatives (OTI), the Office of Administrative Management Services (AMS) and the Program Office (PO).
Zemitek seeks a Program Assistant to support the Office of Civilian-Military Cooperation. The Office of Civilian-Military Cooperation (CMC) in the Bureau of Conflict Prevention and Stabilization (CPS) serves as USAID's primary focal point with the Department of Defense (DoD). CMC, in collaboration with the DoD, focuses on how development and defense can work together to support U.S. foreign policy and security. This partnership involves aligning high-level policies, exchanging personnel at various levels, planning and implementing civil-military programming, and fostering people-to-people interactions. CMC supports an interagency staff of over 200 people in 12 work locations.
Location: Washington, DC
Position Type: Full-time (Hybrid - requires reporting to the office at least 4 days per week with situational telework)
Salary Range: $65,000 - $75,000 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education.
Clearance: Ability to obtain and maintain a Secret level clearance; Active Secret clearance preferred (US citizenship required.)
Office Coordination:
● Maintain Office of Civilian-Military Cooperation (CMC) Operations Store (OP).
● Manage the CMC Conference Room and Audio Conference Line and scheduling video teleconferencing (VTC) (Unclassified and Classified) for external and internal meetings.
● Schedule CMC Office Director and Deputy Director or other engagements.
● Liaise with CPS/AMS and CIO Helpdesk to establish phone, computer, and email access for staff members.
● Provide administrative support to the Office Director and staff with office management responsibilities, and provide general administrative support to staff members as needed.
● Provide reports and analyses to the office on changes in statutory requirements and mandates.
● Provide back-up support, as required, on replenishing internal office supplies; and coordinate, prepare and submit requisitions for supplies.
● Work independently on projects requiring research and preparation of briefing charts and other presentations materials.
● Other duties as assigned by Office and Director and Deputy Director.
● Maintain an online repository that contains current procedures, information, and forms for CMC staff travel.
Travel Support:
● Prepare travel authorizations (TA) in E2 system for Office Director, Deputy Director and office personnel, and Electronic Country Clearance (ECC) for domestic and international travel in accordance to agency guidelines.
● Coordinate all aspects of travel arrangements, adhering to Bureau and Agency procedures, and provide guidance and support to Operating Expenses (OE) funded or other staff travel arrangements procedures. This includes, but is not limited to, the following:
o Provide guidance and support to Operating Expense (OE) or other travel arrangements;
o Provide support by obtaining passports, visas and country clearances for CMC travelers; and
o Maintain current with all USAID travel guidelines and policy changes and proactively inform CMC staff of potential impacts of changes.
Communications , Knowledge Management and Records Support:
● Provide all aspects of administrative support, correspondence and records management. This includes, but is not limited to:
● Sorting, logging and processing of incoming and outgoing correspondence (including telegrams and cables) answering telephones;
● Establishing and maintaining files, including electronic files and simple databases that can be easily maintained and updated;
● Drafting/sending routine cables, including country clearance cables;
● Assign, track, and record the details of taskers into the CMC Tasking Tracker; review and track all correspondence; and
● Working with authors and reviewing outgoing correspondence, reports, etc., for format, grammar, and punctuation, and removing typographical errors.
● Provide knowledge management (KM) and communications support and collaborate with other CPS office KM teams and processes. These activities may include: designing a well defined office electronic folder structure, promoting use of KM, and coordinating with all teams to maintain KM platforms and guidance tools for CMC staff.
● Support learning and information-sharing needs of bureau, office or other coordination groups, etc, to provide robust and timely country and regional specific information for decision makers as directed by the bureau or offices.
● Support policy coordination between USAID and the DoD on thematic areas to include Youth, Peace, and Security (YPS) and Women, Peace, and Security (WPS).
● Actively participate in relevant intra-agency and interagency working groups.
● Bachelor's degree from an accredited college or university and a minimum of three (3) years of professional experience.
● Demonstrated experience working in fast-paced office setting.
● Exceptional written and verbal communications and presentation skills.
Must be eligible to receive and maintain a SECRET clearance (US citizenshipe required)
Preferred Qualifications
● Active Secret Clearance preferred.
● Knowledge of MS Office Suite programs (including Excel, Word, and Power Point).
● Knowledge of Google's office programs (sheets, docs, slides).
● Demonstrated experience working with a variety of different customers and clients often.
● Demonstrated ability to work independently on projects requiring research and preparation as well as ability to work independently to solve problems.
● Ability to develop effective working relationships in a variety of different ways.
● Previous work organizing travel, logistics, and/or providing HR support.
