Position Description

The Program Manager will oversee a USAID support contract, ensuring alignment with USAID’s IT strategic goals and adherence to federal compliance requirements. This role involves managing multiple projects and task orders across varied locations to ensure quality, efficiency, and successful contract performance.

Location: Washington, DC

Work Schedule: Full-time; Hybrid

Clearance: Ability to obtain and maintain a Facility-level clearance

Responsibilities

  • Engage with senior USAID personnel to provide program updates, manage stakeholder relationships, and deliver strategic guidance to achieve the agency's IT and cybersecurity objectives.
  • Manage all contract operations, overseeing multiple task orders and projects to support USAID’s IT strategic objectives and comply with federal IT and cybersecurity mandates.
  • Manage a team of communication specialists and writers to develop clear, accessible content on IT and cybersecurity initiatives, ensuring alignment with USAID’s strategic goals and compliance with federal data security standards.
  • Oversee the creation of communication materials that translate complex IT and cybersecurity concepts into engaging, informative content for both technical and non-technical audiences, supporting cybersecurity awareness and risk prevention across USAID.
  • Ensure consistent quality and accuracy in IT and cybersecurity messaging, implementing editorial standards and quality checks to meet USAID’s communication and compliance requirements.
  • Develop and execute project plans, including planning, scheduling, and resource allocation to meet program milestones.
  • Monitor project performance using Earned Value Management (EVM) or similar metrics, ensuring quality standards, timely deliverables, and cost-effectiveness.
  • Act as the primary point of contact with USAID contracting officials, senior management, and program stakeholders to provide updates, address concerns, and facilitate open communication.
  • Conduct regular briefings and meetings, keeping senior leadership informed of project status, risks, and mitigation strategies.
  • Develop formal and informal communication channels to ensure consistent, clear updates for all stakeholders.
  • Identify and assess risks, implementing mitigation strategies to address challenges and ensure compliance with federal standards.
  • Conduct quality reviews across projects and task orders, applying continuous improvement practices to enhance performance.
  • Ensure all deliverables meet quality standards, accuracy, and compliance with USAID and federal IT policies.
  • Develop and manage program-level metrics and performance reports, including monthly, quarterly, and ad hoc reports for leadership.
  • Monitor and document project progress, ensuring milestones are met and compliance with contractual and government standards.
  • Provide regular performance updates on the effectiveness of communication, compliance metrics, and project outcomes.
  • Leading training programs on project management best practices, performance measurement, and compliance to ensure consistent adherence to USAID’s objectives.
  • Implementing earned value management practices to enhance program performance visibility and decision-making.
  • Facilitate the integration of all task orders and projects, ensuring alignment with broader IT and cybersecurity objectives.
  • Oversee project close-out activities, ensuring all deliverables and documentation are complete and meet USAID’s expectations.

Qualifications

  • Bachelor's degree in Management, Engineering, Information Technology, Business, or a related field from an accredited institution and at least ten (10) years of program and project management experience, including managing contract operations involving multiple task orders and teams; OR
  • Master’s degree in Management, Engineering, Information Technology, Business, or a related field from an accredited institution and at least eight (8) years of program and project management experience, including managing contract operations involving multiple task orders and teams.
    • Advanced degree or certification in project or program management (e.g., PMP) is highly desirable.
  • Strong leadership skills with the ability to manage complex projects across multiple locations.
  • Proficiency in stakeholder engagement, risk management, and performance monitoring, particularly within federal IT or cybersecurity programs.
  • Expertise in Earned Value Management (EVM) and data-driven program performance assessment.
  • Clearance: Ability to obtain and maintain a Facility-level clearance
