Position Description

This program provides legal advisory support for patent examination policies and regulations. It focuses on drafting, reviewing, and implementing regulations, updating the Manual of Patent Examining Procedure (MPEP), and ensuring compliance with evolving laws.Key activities include policy analysis, regulatory updates, and examiner training to maintain consistency in patent examination standards. Subject matter experts in patent law will advise on complex legal matters, support policy development, and assist in implementing new procedures. 

The Program Manager will be responsible for overseeing all contract operations and ensuring the effective execution of patent legal advisory support services. This individual will act as the primary liaison between the contractor team and leadership, ensuring smooth project execution, resource allocation, compliance with regulations, and adherence to contractual deliverables. The role requires a deep understanding of patent policy, legal regulations, and federal contracting operations. 

Location: Alexandria, VA  

Work type: Full-time, Onsite with the possibility of a hybrid work environment 

 

This position is being advertised as part of a proposal effort and is contingent upon contract award. 

Responsibilities

 

  • Lead and manage all aspects of contract performance, ensuring alignment with project objectives. 
  • Provide oversight and direction to a team of Subject Matter Experts (SMEs) responsible for reviewing and developing patent examination policies, procedures, and guidance. 
  • Assist in the development, implementation, and revision of patent laws, regulations, and policy standards. 
  • Supervise the research and drafting of legal memoranda on complex patent policy issues, including matters of first impression and regulatory changes. 
  • Oversee the review and updates to examination procedures and other procedural documents used by examiners and applicants. 
  • Manage the development and delivery of training sessions, lectures, and educational materials for personnel and external stakeholders. 
  • Serve as the primary corporate representative with authority to make commitments on behalf of the company regarding administrative and technical contract matters. 
  • Ensure the quality and timeliness of deliverables, including reports, policy updates, and training materials. 
  • Provide ongoing communication and updates to designated government points of contact. 
  • Ensure compliance with all federal policies, security protocols, and guidelines. 
  • Maintain responsiveness to inquiries and manage day-to-day administrative functions of the contract. 

Qualifications

  • Experience: At least ten (10) years of experience managing contracts or projects of similar size and complexity. Experience in leading teams, setting deadlines, assigning responsibilities, and ensuring project completion is required. 
  • Education: A bachelor’s degree in a relevant field.
  • Knowledge & Skills: 
  • Strong understanding of patent policies, patent examination procedures, and regulatory frameworks. 
  • Proven ability to develop and implement patent-related policies and legal practices. 
  • Exceptional communication and leadership skills to engage with federal stakeholders, legal advisors, and technical teams. 
  • Experience in drafting, reviewing, and managing patent-related legal documents and training materials. 
  • Ability to conduct legal research, analyze complex regulatory issues, and provide policy recommendations. 
  • Proficiency in managing government contracts, ensuring compliance, and maintaining project milestones.
