Position Description

ZemiTek is seeking a Program Manager to serves as the principal on-site representative responsible for overseeing all aspects of contractor performance under the task order supporting the U.S. Department of State's Bureau of Political-Military Affairs, Directorate of Defense Trade Controls (PM-DDTC). This role entails comprehensive management of personnel, deliverables, schedules, and quality control in alignment with the International Traffic in Arms Regulations (ITAR) and the Arms Export Control Act (AECA). With a mission-critical focus, the Program Manager ensures that technically skilled contractor resources are effectively deployed to augment DDTC’s efforts in regulating defense trade, managing export authorizations, supporting compliance and enforcement actions, and maintaining operational continuity in a dynamic national security environment.

Location: Washington, DC
Work Schedule: Full-time, On-site (5 days/week)
Clearance: Active Secret Clearance required or Top Secret/SCI eligibility at the request of the COR.

This position is contingent upon contract award.

Responsibilities

  • Operates with general direction, executing assignments based on established practices, policies, and strategic goals. Independently determines methods to achieve objectives while ensuring compliance with the overarching mission of the Directorate of Defense Trade Controls (DDTC).
  • Provides full on-site task order management, including direct engagement with the Contracting Officer's Representative (COR), oversight of contract personnel, and coordination of all deliverables.
  • Serves as the principal liaison between the COR and the company's program management team on all matters related to contract execution and performance.
  • Ensures all contract activities are performed on time and in accordance with government standards and task order requirements.
  • Coordinates closely with the COR to monitor progress, staffing levels, recruitment, cost tracking, schedule adherence, work priorities, and overall task performance.
  • Supervises and directs only those personnel assigned under the designated task order.
  • Leads recruitment and onboarding of qualified personnel, arranges necessary training, and ensures compliance with all security clearance and administrative onboarding requirements.
  • Develops and oversees a formal quality control and performance review program to uphold accuracy, consistency, and compliance across all contract activities.
  • Conducts regular analysis of workflows and coordinates updates to procedural manuals to reflect current best practices.
  • Reviews the Statement of Work (SOW) and/or Performance Work Statement (PWS), providing recommendations for improvement and submitting all required performance reports to the COR.
  • Prepares and delivers regular oral and written status updates to the COR.
  • Maintains awareness that only the designated State Department Contracting Officer may modify the contract or task order.
  • Provides escort support for assigned personnel when required.

Additional Requirements:

  • Must be on-site during regular business hours or as directed by the COR or Contracting Officer. In the event of absence, a qualified, COR-approved substitute must be provided.
  • May not perform inherently governmental functions. All work products and duties are subject to U.S. Government (USG) review and approval as required.
  • Must comply with all relevant State Department regulations and applicable Procurement Information Bulletins (PIBs) governing third-party contractor responsibilities.

Qualifications

  • Bachelor's Degree or combination of post- high school education and experience with a minimum of ten (10) years of strong contract management gained within industry and/or government.
  • State Department experience preferred.
  • Industry certification such as Project Management Professional (PMP) or FAC-COR highly preferred.
  • Demonstrated ability to manage complex projects involving diverse operations for multiple offices; to direct time critical activities; to supervise large numbers of employees; and to coordinate several major tasks.
  • Demonstrated success in supervising and counseling employees.
  • Demonstrated success in contract administration and managing costs.
  • Demonstrated ability to develop, organize, conduct, and oversee quality control and review programs.
  • Demonstrated ability to analyze work procedures and priorities.
  • Demonstrated ability to meet amicably with contentious individuals, to deal with them tactfully, to explain policies and procedures, and to secure their cooperation.
  • Demonstrated written and oral communications skills to be able to correspond with COR, government management, and employees.
  • Demonstrated ability to read and understand complex sets of procedures and other documentation.
  • Has working knowledge of Microsoft Office Suite programs and be able to operate all office equipment including but not limited to: telephones, copy machines, fax machines, scanners, printers, and computers.
  • May be required to travel within domestic and/or international.
