Position Description

The Office of Human Capital and Talent Management (HCTM) at USAID provides human resources, workforce planning, talent management, and operational support to both domestic and overseas missions. HCTM ensures the Agency has the right talent, systems, and processes to achieve its mission. The Administrative Officer plays a key role in delivering broad administrative, operational, and program management support. Scope of Work Supports HCTM programs and services by providing analysis and recommendations for the management of administrative, HR, procurement, logistics, budget, and strategic planning functions. Works under the Operations Lead, exercising initiative and discretion in managing multiple priorities.

 

Location: Washington, DC
Work Type: Full-time/On-site
Salary Range: $132,368 - $163,452 annually (starting salary determined based on candidate’s knowledge, skills, experience, and education)
Clearance: Ability to obtain a Secret clearance; Active Secret clearance preferred.

Responsibilities

  • Administrative Management: Maintain administrative systems, track deadlines, prepare correspondence and reports, advise managers on policies and compliance.
  • Human Resources: Liaise with Agency HR offices, guide staff on regulations, provide input on performance management and offboarding processes, and elevate issues as needed.
  • Procurement & Activity Management: Work with federal counterpart to advise on communications with Office of Acquisition & Assistance; support procurement planning, SOWs, J&As, and COR responsibilities.
  • Space, Logistics & Records: Oversee office logistics, equipment, supply procurement, workspace planning, office moves, and records management in compliance with federal requirements.
  • Budget & Financial Management: Support budget formulation, execution, and tracking; reconcile reports; assist with budget justifications and reprogramming recommendations.
  • Program Planning & Analysis: Participate in short- and long-term planning; research and analyze operational data; monitor implementation of internal controls and SOPs; coordinate cross-cutting administrative functions. Additional Information
  • Support may be needed outside core hours.
  • Telework based on office staffing; on-site presence required.
  • Domestic travel may be required. Place of Performance USAID, Washington, D.C.

Qualifications

  • Bachelor's degree and/or 10 years progressively responsible experience in administrative, HR, procurement, or operational management in a federal or comparable environment. Required Skills & Competencies  
  • Knowledge of federal administrative policies, HR, procurement, logistics, and budgeting. Strong analytical, problem-solving, and decision-making skills.
  • Proficiency in multi-tasking, independent work, and advising senior leadership.
  • Excellent oral and written communication and interpersonal skills.
