Position Description

The Contractor will serve as the senior lead for USAID's Freedom of Information Act (FOIA) program during the drawdown phase. This role is responsible for program oversight, ensuring compliance with FOIA statutory requirements, leading case processing operations, and coordinating with internal and external stakeholders on FOIA matters, in conjunction with USAID counterparts. The position requires advanced knowledge of FOIA law, program management expertise, and strong leadership skills.

 

Objectives: Implement FOIA policies and guidelines, manage and supervise processing staff (contractors), evaluate overall program performance, and provide authoritative advice to senior leadership. Maintain compliance with all FOIA timelines, legal standards, and reporting requirements.

 

Location: Washington, DC
Work Type: Full-time/Hybrid (This position is telework eligible)
Salary Range:
$155,700.00 - $194,802.52 annually (starting salary determined based on candidate’s knowledge, skills, experience, and education)
Clearance: Ability to obtain a Secret clearance; Active Secret clearance preferred.

Responsibilities

Tasks and Deliverables

  • Team Lead (40%) - Assign casework, balance workloads, mentor staff, and ensure adherence to FOIA best practices and statutory deadlines.
  • FOIA Program Management (20%) - Develop and update FOIA guidance documents, monitor compliance across program components, evaluate performance, and track emerging legal and regulatory developments. Deliverables: Updated policy documents, performance evaluations, compliance standards.
  • Materials/Presentations (20%) - Prepare reports for leadership, maintain a centralized FOIA e-library for reference, and coordinate responses to public and interagency inquiries. Deliverables: Leadership reports, e-library content updates, inquiry response logs.
  • Legal Review/Analysis (20%) - Conduct legal research on FOIA matters, prepare written analyses and recommendations, and liaise with the Office of General Counsel and other legal bodies. Deliverables: Legal briefs, case analyses, and advisory memoranda.

Qualifications

  • Masters's degree and 10 years relevant experience. Professional experience in FOIA law and program management may substitute for advanced education.
  • All candidates must be a U.S. citizen and be able to obtain and maintain a Secret security clearance.
  • Demonstrated experience leading or managing a FOIA program within a federal agency or comparable environment.
  • Proven ability to supervise staff, assign workloads, monitor performance, and ensure compliance with FOIA deadlines.
