Position Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

 

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

 

The Outbreak Response Advisor(s) will be part of a pool (up to 15) pre-qualified outbreak response specialists who may be engaged for short-term (3-6 month) technical support to assist in outbreak response efforts, in alignment with the America First Global Health Strategy. The Advisor(s) will focus on preventing, detecting, and responding to infectious disease threats with public health implications, including zoonotic diseases.

 

Location: Kampala, Uganda

Duration: Short Term (3-6 months)

Responsibilities

The Advisor(s) will work closely with multisectoral government departments and agencies—such as the Ministry of Health (MOH)—to support the implementation of life-saving interventions during outbreaks. The Advisor will identify programmatic bottlenecks, facilitate solutions, and provide technical assistance to strengthen outbreak response systems. Reporting directly to the Department of State (DoS) GHS lead, the Advisor will serve as a liaison between the DoS GHS team and local ministries, ensuring effective coordination and implementation of outbreak response activities.

 

Outbreak Response Support:

  • Provide technical assistance to MoH pillars for effective outbreak response, including:
  • Surveillance and case investigation
  • Laboratory systems
  • Infection prevention and control
  • Logistics and supply chain
  • Case management
  • Risk communication and community engagement
  • Rapid emergency outbreak response coordination

Field Engagement:

  • Actively engage in fieldwork to implement outbreak response interventions at national and sub-national levels.
  • Monitor progress of outbreak response activities and provide recommendations for improving service delivery.
  • Support the organization of regular discussions among multisectoral stakeholders to ensure alignment of technical approaches.

Performance Monitoring:

  • Assist ministries in identifying performance gaps and bottlenecks in outbreak response systems.
  • Facilitate consensus on targeted interventions to improve key indicators, such as:
  • Reduction in incidence and mortality of epidemic-prone diseases.
  • Strengthening systems to prevent, detect, and respond to infectious disease threats.
  • Rapid and effective outbreak containment.
  • Support After Action Reviews for USG and the Ministry

Grant and Resource Utilization:

  • Provide technical support for effective utilization of donor resources to support outbreak response.
  • Assist in monitoring grant implementation and reviewing performance reports.
  • Facilitate coordination among stakeholders to align technical approaches and avoid duplication of efforts.

Communications and Reporting:

  • Participate in regular conference calls with multisectoral stakeholders, DoS, and other partners to review progress and address emerging issues.
  • Submit weekly progress reports to DoS, including key successes and challenges.
  • Provide detailed monthly reports to DoS by the 5th day of the following month.

Reporting Structure: The Advisor will report directly to the DoS GHS lead and provide regular updates on outbreak response activities.

Qualifications

  • Experience working on an incident management structure during an outbreak in Uganda, preferably within the last 5 years
  • 5 years experience working in 1 or more of the following technical areas, disease surveillance, risk communication and community engagement, supply chain and logistics, case management.
  • Experience supporting MoH and working with USG is highly desired.
