Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
The Senior Global Health Security (GHS) Technical Advisor will support the implementation of life-saving humanitarian assistance (LHA) in alignment with the new U.S. Government Presidential Executive Order (EO) directives. The Advisor’s primary focus will be on providing technical support to prevent, detect, and respond to infectious disease threats with public health potential, including zoonotic diseases.
The Advisor will collaborate with multisectoral government departments and agencies, such as the Ministry of Health (MoH), Ministry of Agriculture, Environment and Fishing, National Institute of Health (INS), and Eduardo Mondlane University’s Faculty of Veterinary Medicine. The Advisor will facilitate the adoption and implementation of lifesaving interventions, identify programmatic bottlenecks, and provide solutions through coordinated technical support and the facilitation of efforts via GHS projects and the Pandemic Fund (where applicable).
The Senior GHS Advisor will report to the Department of State/Office of Foreign Assistance (FAO). As the Advisor will support appropriate multi-sectoral Government of Mozambique Departments and Agencies, as aligned with the U.S. Department of State, Maputo’s Foreign Assistance Office, a clear coordination mechanism will be established with clear delineation of priorities and responsibilities.

REPORTING:
The Senior GHS Technical Advisor will provide a detailed monthly report to the U.S. Department of State/Foreign Assistance Office (FAO), submitted by the 5th day of the following month. This report will summarize key achievements, challenges, and recommendations. Additionally, the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week and any challenges. The format for reporting may be adjusted with concurrence from the COR.
The Advisor will also be responsive to relevant Ministry counterparts and leaders within FAO for strategic oversight and alignment with Mozambique and U.S. government priorities.
