Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Global Health Security (GHS) Technical Advisor will support the implementation of life-saving humanitarian assistance (LHA) in alignment with the new U.S. Government Presidential Executive Order (EO) directives. The Advisor’s primary focus will be on providing technical support to prevent, detect, and respond to infectious disease threats with public health potential, including zoonotic diseases.

The Advisor will collaborate with multisectoral government departments and agencies, such as the Ministry of Health (MoH), Ministry of Agriculture, Environment and Fishing, National Institute of Health (INS), and Eduardo Mondlane University’s Faculty of Veterinary Medicine. The Advisor will facilitate the adoption and implementation of lifesaving interventions, identify programmatic bottlenecks, and provide solutions through coordinated technical support and the facilitation of efforts via GHS projects and the Pandemic Fund (where applicable).

The Senior GHS Advisor will report to the Department of State/Office of Foreign Assistance (FAO). As the Advisor will support appropriate multi-sectoral Government of Mozambique Departments and Agencies, as aligned with the U.S. Department of State, Maputo’s Foreign Assistance Office, a clear coordination mechanism will be established with clear delineation of priorities and responsibilities.

Technical Support for Multisectoral Ministries

• Provide technical assistance to relevant ministries for the effective delivery of LHA GHS services, including:
  • Community-based active surveillance.
  • Strengthening systems capacity for detecting priority diseases/threats.
  • Enhancing data systems for monitoring, analyzing, and reporting on threats.
  • Infection prevention and control (IPC), including commodities and water, sanitation, and hygiene (WASH) in healthcare facilities.
  • Case management and emergency management, including Emergency Operation Centers (EOC) and Point of Entry Screening.
  • Risk communication and community engagement.
  • Emergency outbreak response.
• Support the implementation of global health security activities at various levels, aligned with the National Action Plan for Health Security (NAPHS), focusing on Prevention, Detection and Response.

Monitoring and Evaluation (M&E)

• Develop a standardized M&E framework to track progress on key indicators, such as:
  • Reduction in incidence and mortality for epidemic and pandemic-prone diseases.
  • Strengthening systems to prevent, detect, and respond to infectious disease threats.
  • Rapid and effective response to infectious disease outbreaks.
• Regularly review and analyze performance reports submitted to the Pandemic Fund, Global Fund, and other partners, and provide actionable recommendations for improvement.
• Document lessons learned and best practices to inform future interventions.

Community Engagement

• Design and implement culturally appropriate risk communication strategies tailored to local communities.
• Collaborate with community leaders and organizations to enhance community-based surveillance and response efforts.
• Ensure that interventions are inclusive and address the needs of vulnerable populations, including women, children, and marginalized groups.

Coordination and Stakeholder Engagement

• Develop a coordination plan to streamline communication and collaboration among multisectoral stakeholders, donors, and partners.
• Organize regular discussions to ensure alignment of technical approaches and resolve potential conflicts or misalignments.
• Support relevant ministries in achieving GHS-related targets, including the WHO Joint External Evaluation (JEE), IHR States Parties Self-Assessment (SPAR), and the Pandemic Fund Framework, with a focus on the 7-1-7 target (7 days to detect, 1 day to report, 7 days to complete the initial response).

Emergency Response Protocols

• Assist in the development and refinement of emergency response plans, including clear roles and responsibilities for stakeholders.
• Provide technical support for rapid mobilization of resources and personnel during outbreaks.
• Ensure accurate and timely reporting of infectious disease threats to domestic and international systems, such as the International Health Regulations (IHR) and World Animal Health Information System (WAHIS).

Grant Utilization and Resource Mobilization

• Provide technical support for the development and implementation of Pandemic Fund grant applications.
• Monitor grant implementation to ensure effective use of resources and avoid duplication with Department of State-funded projects.
• Assist in mobilizing additional resources for emergency outbreak responses.

Communications

• Participate in regular conference calls with multisectoral stakeholders and the U.S. Department of State Maputo Foreign Assistance Office to review progress, discuss activities, and address emerging issues.
• Be available for calls/meetings with the FAO and other stakeholders as requested

REPORTING:

The Senior GHS Technical Advisor will provide a detailed monthly report to the U.S. Department of State/Foreign Assistance Office (FAO), submitted by the 5th day of the following month. This report will summarize key achievements, challenges, and recommendations. Additionally, the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week and any challenges. The format for reporting may be adjusted with concurrence from the COR.

The Advisor will also be responsive to relevant Ministry counterparts and leaders within FAO for strategic oversight and alignment with Mozambique and U.S. government priorities.

• A Master’s degree is required in public health, infectious disease, epidemiology, ecology, medicine, veterinary medicine or a related field.
• At least five (5) years of public health and/or animal health and/or related experience in developing countries including at least two (2) years of experience working with USG, international public health and/or animal health organizations, such as the WHO, FAO, and OIE are required.
• Advanced professional proficiency in English and Portuguese, both oral and written, is required.
• Strong technical understanding required of the nature of infectious diseases, including emerging infectious diseases threats. Strong knowledge required of the measures put in place to prevent, detect and rapidly respond to infectious disease threats. Excellent technical knowledge of internationally accepted guidelines, such as WHO International Health Regulations and One Health will be considered an asset. Knowledge of USG, DOS policies, procedures, and reporting requirements is desirable.
• Excellent interpersonal and teamwork skills in a diverse, multi-cultural environment involving multiple government agencies, implementing partners and other stakeholders whose productive collaboration is essential for program success.
• Excellent organizational, planning, negotiating, and problem-solving skills.
• Able to work independently and in a team environment and to effectively communicate highly technical information related to human health, animal health, and the environment to a variety of technical and non-technical audiences.
• Able to understand the strategic purpose and goals of stakeholders involved in epidemic prevention and control; able to coordinate and support activities that lead to mutual success across the different sectors.
• Experience with USG/DOS approved monitoring and evaluation methodologies including frameworks, data quality assurance, analysis reporting and best practices in data dissemination in international/resource poor settings.
• Judgment, maturity, ingenuity, and originality to interpret strategy and to analyze, develop, and present work results.
• Strong communication skills - both verbal and written - and must have good computer skills in use of Microsoft Office software (i.e. Excel, Word, Power Point) for data analysis and reporting.

Preferred Qualifications 

• Experience with U. S. Government and/or PEPFAR projects is an advantage.
• Knowledge of local culture is a plus
• Experience with DOS-funded public health programs.
• Relevant technical experience in Mozambique.
