The LEAP Global Program Manager (PM) supports the Program Director (PD), Deputy Program Director (DPD), and Senior Program Manager(s) in the effective and compliant implementation of the LEAP Global project. The PM is responsible for ensuring contract compliance, managing risk, and maintaining quality through day-to-day project management, including financial oversight and coordination of project activities and deliverables.
The PM supervises the Zemitek LEAP Global Project Associate(s) (PAs) to ensure the provision of effective administrative and logistical support. They provide oversight, work independently to meet deadlines, and cultivate productive relationships with internal teams, stakeholders and partners, contributing to both project success and broader corporate and project goals.

Work Schedule: Full-time (Temporary: ~4 months), Remote
Salary: $80,000 - $93,600 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.
Project Management
● Support compliant program administration, including operational procurement, allowance and travel administration management and monitoring, and maintaining trackers and compliant program files.
● Review program documents and contractual agreements to ensure compliance with company policies and Department of State rules and regulations.
● Review and provide comments on progress reports, work plans and other project documents to ensure compliance with company standards and contract requirements.
● Elevate contractual concerns as appropriate.
● Demonstrate responsive customer service and maintain close working relationships with a variety of internal and external stakeholders.
Technical Advisor Human Resource and Administrative Management
● Manage LEAP Global Technical Advisors (TAs), including coordinating onboarding and offboarding processes, monitoring and evaluating performance and deliverables, and supporting training and learning.
● Manage and respond to TA requests, develop budgets, draft SOWs, and oversee implementation of activity objectives.
● Conduct informal monthly check-ins, formal quarterly performance evaluations, and virtual teambuilding events to foster an inclusive culture.
● Request feedback from host-country Point of Contacts (POCs) semi-annually, ensuring TAs are evaluated based on standardized expectations and metrics across the entire project.
Personnel Management and Oversight
● Supervise Project Associate(s) to ensure high-quality administrative and operational support.
● Support onboarding, training, and ongoing capacity building for Project Associate(s).
● Assign and monitor workloads to ensure timely completion of tasks and deliverables.
● Provide clear direction, mentorship, and performance feedback to support PA professional development.
Vendor & Employer of Record (EOR) Oversight
● Manage contractual relationships with EOR vendors, including blanket purchase agreements, contract modifications, and task orders.
● Coordinate onboarding of new personnel through EORs, ensuring employment agreements are compliant with local labor laws and statutory benefits.
● Manage monthly invoices and reconciliation with EORs.
● Serve as a point of contact for vendor performance monitoring and issue resolution.
Organizational Administrative & Operational Support
● Support internal home office and field file audits to ensure documentation is complete.
● Work closely with the LEAP Global's Finance Director to manage Zemitek project finances, including managing projections and leading the timely and accurate submission of project invoices.
● Undertake any other duties which may from time to time be required.
● Bachelor's degree, Master's preferred.
● Minimum of five years of relevant experience.
● Previous experience with USAID or DoS contracts required
● High proficiency with MS Excel, Word, PowerPoint required. Ability and desire to learn corporate financial management software.
● Experience with project management, administration, reporting, monitoring, procurement and financial operations on USAID or DoS contracts.
