Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
A robust and agile supply chain is a cornerstone of the America First Global Health Strategy, ensuring the availability, quality, and rapid deployment of essential health commodities such as diagnostics, vaccines, and treatments. These capabilities are critical for preventing avoidable epidemics, detecting emerging threats early, and responding swiftly to outbreaks. To achieve these objectives, the strategy prioritizes integrated and resilient supply chains, strengthened by private sector logistics, pooled procurement, and data-driven inventory systems.
At the heart of this vision is the Electronic Logistics Management Information System (eLMIS), which provides real-time visibility and coordination across health commodity flows. By delivering accurate, up-to-date data on stock levels, consumption patterns, and distribution, eLMIS enables informed decision-making and proactive supply chain management.
Keeping eLMIS updated and fully functional is essential. Timely system updates allow decision-makers to act quickly to prevent stockouts or overstocking—especially during outbreaks or emergencies. Reliable data supports national health planning, donor reporting, and compliance with global health standards, while also enabling the rapid deployment of critical commodities during health crises.
Moreover, eLMIS serves as an early warning mechanism, detecting unusual demand patterns or consumption spikes that may signal emerging health threats. This capability strengthens preparedness and response systems, ensuring that both the U.S. and partner countries can effectively manage endemic and emerging infectious diseases.
The objective of this scope of work is to hire two (2) Computer Programmers who will support the Department of Health (DOH) in the Philippines fortify and optimize the Electronic Logistics Management Information System (eLMIS) as a critical enabler of global health security under the America First Global Health Strategy in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.. The programmers will conduct a comprehensive gap analysis, resolve technical issues, enhance the system performance, and ensure data integrity to maintain operational reliability in alignment with DOH technical standards. By strengthening eLMIS, the DOH will ensure real-time visibility and rapid decision-making for health commodity management, enabling timely deployment of diagnostics, vaccines, and treatments—essential for preventing epidemics, detecting emerging threats, and responding swiftly to public health emergencies.

The Computer Programmer will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.
