Position Description

USAID (the Agency) was established to deliver international development and disaster assistance worldwide. The closeout of the Agency, begun in 2025, is being handled by a small team of career USAID staff and institutional support contractors across various offices, including the Office of the General Counsel (OGC). OGC provides advice and support on legislative, administrative, contracting and litigation matters associated with the orderly closeout of Agency operations.

 

Scope of Work

The paralegal performs a variety of legal administrative tasks to support the attorneys in OGC and/or attorneys in other Agencies handling litigation on behalf of USAID. The Litigation Support Paralegal must have extensive experience supporting cases in Federal Courts and/or Administrative forums within the Federal Government.  The incumbent performs legal support functions which require discretion and independent judgment in the application of specialized knowledge of laws, applicable rules of discovery, precedent decisions, regulations, agency policies, and judicial or administrative proceedings.

 

Work Schedule: Full-time, hybrid preferred; remote eligible

Starting Salary Range: $94,199 - $120,569.30 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.

Clearance: Ability to obtain a Public Trust clearance

Core Working Hours: 1000-1500 EST

 

 

Responsibilities

Duties and Responsibilities

  • Provides advanced level support and assistance to attorneys handling administrative and federal litigation on behalf of USAID throughout the life of a case;
  • Engages, assists and supports USAID personnel in other offices to effectively and efficiently respond to discovery in cases in Federal Courts and Administrative bodies, e.g. Civilian Board of Contract Appeals; Merit Systems Protection Board, and others;
  • Reviews case materials to become familiar with questions under consideration and discovery requests received;
  • Prepares summary interview reports for the attorney's review;
  • Reviews legal documents to extract selected data and information relating to a specific case;
  • Searches and extracts legal references online and in other computerized legal research resources and data banks;
  • Searches for and summarizes relevant articles and law reviews, internal/external studies, financial reports, and similar materials for attorneys' use in the preparation of opinions, briefs, and other legal documents;
  • Drafts and edits non-legal memoranda, research reports, and correspondence relating to case;
  • Verifies citations and legal references on prepared legal documents; and
  • Performs other duties as assigned.

 

Qualifications

Required Qualifications

  • Demonstrated experience in the management of time-sensitive discovery in complex cases in Federal Court and/or Administrative forums within the Federal Government,
  • Ability to work in a fast-paced environment with competing and shifting priorities and prioritize work effectively to meet deadlines;
  • Advanced level of proficiency in the use of Google Applications and Microsoft Office Suite (Word, Excel, Power Point);
  • Ability to efficiently multitask and prioritize workload accordingly;
  • Ability to establish and maintain effective working relationships and interact with people at all management and support levels;
  • Collaborate with team members to achieve shared goals;
  • Ability to conduct research and analyze information to support decision-making;
  • Communicate clearly and professionally in both written and verbal formats; and
  • Eligible for a public trust clearance.

Education

Master's or Bachelor's Degree in Law or related field and six (6) years of relevant experience or a Paralegal certificate from an accredited institution and six (6) years of relevant experience.
